U.S. Rep. David Rouzer has introduced a bill in the House that seeks to strengthen primary care services by requiring annual spending reports and forming a dedicated working group, the U.S. Congress reports.

David Rouzer represents North Carolina in the House and was born at Landstuhl Army Medical Center, Germany, on Feb. 16, 1972. He holds a B.S. from North Carolina State University (1994) and has served in roles with the U.S. Department of Agriculture and as staff for Senators Jesse Helms and Elizabeth Dole.

Rouzer served in the North Carolina state senate from 2009 to 2012 and ran unsuccessfully for the 113th Congress in 2012. Elected to the 114th Congress, he has served in every session since Jan. 3, 2015.
