U.S. Rep. David Rouzer has introduced a bill in the House that seeks to strengthen primary care services by requiring annual spending reports and forming a dedicated working group, the U.S. Congress reports.
H.R.8765 was brought forward on May 12, 2026, during the 119th Congress’s regular session. The summary below draws from the official bill text and may include clarifying interpretation.
This measure would revise title XI of the Social Security Act to require federal health programs to submit annual reports detailing total dollar amounts and percentages of funds spent on primary care. It also calls for the Health and Human Services Secretary to form a working group within one year of the bill’s enactment. This group would recommend ways to strengthen primary care, focus resources, improve provider access, and expand services, especially in rural and underserved communities. The group would also collaborate with states and other organizations for feedback.
The legislation was introduced by Rep. David Rouzer (Republican-NC-7th District) and has support from co-sponsors Rep. Ami Bera (Democrat-NC-6th District), Rep. Joe Courtney (Democrat-NC-2nd District), and Rep. Jennifer A. Kiggans (Republican-NC-2nd District).
Rep. Rouzer has put forward 24 other bills since the current session began.
Congressional bills can start in either the U.S. House of Representatives or the Senate, except for tax and revenue measures, which begin in the House. After introduction, bills go to committees for examination, public hearings, possible amendments, and debate before potentially being brought to a vote in each chamber. If both the House and Senate approve the same version, it goes to the president for signature or veto. Congressional terms last two years and are split into two sessions. The U.S. Congress documents bills and procedures at Congress.gov.
David Rouzer represents North Carolina in the House and was born at Landstuhl Army Medical Center, Germany, on Feb. 16, 1972. He holds a B.S. from North Carolina State University (1994) and has served in roles with the U.S. Department of Agriculture and as staff for Senators Jesse Helms and Elizabeth Dole.
Rouzer served in the North Carolina state senate from 2009 to 2012 and ran unsuccessfully for the 113th Congress in 2012. Elected to the 114th Congress, he has served in every session since Jan. 3, 2015.
