Charter, regional and laboratory schools are subject to the same standards. The Department of Public Instruction must select a statewide screener by Jan. 15, 2028. Beginning with the 2028-29 school year, math materials are limited to those approved by the Office of Learning Research, which will vet vendors and review high-quality resources. The act allocates $21 million in recurring funds starting in the 2026-27 fiscal year through June 30, 2031, and an additional $2.5 million as a one-time allocation. Most elements take effect July 1, 2026, with core instructional requirements beginning July 1, 2027.

In North Carolina, every bill goes through multiple steps before becoming law. The process starts when a lawmaker files a bill, followed by committee review. Lee earned his undergraduate degree from the University of North Carolina at Chapel Hill in 1991 and his law degree from Wake Forest University Law School in 1997.

A member of the Republican Party, Lee joined the North Carolina State Senate in 2023, representing the 7th Senate district, succeeding Jim Perry.
