North Carolina Sen. Lee introduces statewide K-8 math reform bill

A bill recently introduced by State Sen. Michael V. Lee seeks to enhance math achievement in elementary and middle schools by establishing new statewide instructional standards and intervention measures, as outlined by the North Carolina State Senate.

Identified as SB 1044 and filed on April 30 during the 2025 regular session, the legislation carries the short title: ‘Foundational Mathematics Act.’

The measure creates a statewide structure aimed at raising K-8 math proficiency, mandating a minimum of 60 minutes per day of evidence-based math instruction that aligns with state standards, as well as three math screening assessments each year. For students who struggle, schools must document interventions through Mathematics Success Plans with parental notification and regular progress checks. Charter, regional and laboratory schools are subject to the same standards. The Department of Public Instruction must select a statewide screener by Jan. 15, 2028. Beginning with the 2028-29 school year, math materials are limited to those approved by the Office of Learning Research, which will vet vendors and review high-quality resources. The act allocates $21 million in recurring funds starting in the 2026-27 fiscal year through June 30, 2031, and an additional $2.5 million as a one-time allocation. Most elements take effect July 1, 2026, with core instructional requirements beginning July 1, 2027.

Among the three sponsors, Lee filed the most bills (54) in the 2025 regular session.

In North Carolina, every bill goes through multiple steps before becoming law. The process starts when a lawmaker files a bill, followed by committee review. Each chamber must read the bill three times. If one chamber amends the bill after the other has passed it, both must ultimately approve the same version. Once agreed, the bill proceeds to the governor, who has 10 days (or 30 if the General Assembly is not in session) to sign, veto, or allow it to become law without a signature.
