Today, the House Transportation and Infrastructure Committee advanced legislation aimed at reforming permitting processes under the Clean Water Act (CWA). Congressman David Rouzer of North Carolina’s 7th District supported this initiative. The bill, H.R. 3898, known as the Promoting Efficient Review for Modern Infrastructure Today (PERMIT) Act, includes three bills introduced by Rouzer. These reforms aim to streamline review procedures and provide clearer standards for permitting agencies.
The PERMIT Act builds on previous efforts led by Rep. Rouzer during his tenure as Chairman of the Water Resources and Environment Subcommittee in the 118th Congress.

Everyday Americans should not be burdened by unnecessary red tape and uncertainty while trying to grow their business and contribute to our economy,” said Rep. Rouzer. He also expressed gratitude towards Chairman Graves for his leadership in this process, noting that “this legislation will have a significant, positive impact for our communities, farm families and small businesses in North Carolina.”

The legislation includes:
– Improving Water Quality Certifications and American Energy Infrastructure Act (H.R. 3928): This clarifies Section 401 CWA approvals by limiting state reviews to impacts on water quality only.
– Reducing Regulatory Burdens Act (H.R. 3824): This eliminates duplicative regulatory processes at the Environmental Protection Agency (EPA) regarding pesticide use while maintaining health protections.
– Nationwide Permitting Improvement Act (H.R. 3927): This codifies historical practices around the Nationwide Permit process.
