City of Wilmington issued the following announcement on Sept 27.
The Wilmington City Council will meet on Tuesday, October 1 at 6:30 p.m. at City Hall. Items of interest on the agenda include:
An ordinance to appropriate $658,200 toward the completion of phase I and II improvements at Portia Hines Park. These improvements include a restroom and lighting for the basketball court and other areas, a walking trail, and a parking lot. These needs were determined based on a 2018 survey of park patrons and area residents. These improvements are consistent with the goals of the Blue Ribbon Commission’s Youth Violence Prevention’s Youth Empowerment Zone (YEZ), which encourages a closer evaluation of public and private programs, services and facilities that serve this area of the Northside community.
An agreement with the NCDOT and an ordinance relating to the second phase of the Wilmington Multi-Modal Transportation Center, located between North 3rd and 4th Streets adjacent to the old railroad bed in Northern downtown. With construction on the first phase (a bus transfer facility) of the multi-modal facility nearing completion, this action would allow for the rehabilitation of the vacant, city-owned building at 525 North 4th Street (former Thomas Grocery building) so that it can be used for WMPO offices. In July of 2019, the Wilmington Metropolitan transportation Authority awarded the city $1.36 million in NCDOT funding for this project. The city has committed an additional $340,000 in matching funds. The estimated cost to rehabilitate the building is $1.7 million. This action, if approved, authorizes the city manager to enter into an agreement with the NCDOT for this project. Also included is an ordinance appropriating the $1.36 million from NCDOT to the project.

The next Council Meeting will be held on Tuesday, Oct. 15. The agenda for this meeting will be posted on the city's website on Friday, Oct.11.
Meetings are held at 6:30 p.m. in Council Chambers, which is located on the second floor of City Hall at 102 North 3rd Street. Parking is available in the Thalian Hall parking lot or in the city parking deck located directly across from City Hall.
