Brunswick County issued the following announcement on March 27.
Sealed proposals will be received until 2:00 p.m. on Monday, April 6, 2020, in the Brunswick County Public Utilities Operations Center in Supply, NC, for the construction of: Northwest Water Treatment Plant Expansion & Upgrades, and shortly thereafter the bids will be opened publicly and read aloud. Only those general contractors that have been pre-qualified are eligible to submit bids for this project. Pre-qualified general contractors include Adam Robinson, Clark, Crowder, Garney, Oscar Renda, PC Construction, and Ulliman Schutte. The contract shall be awarded as a Single Prime Contract. A general description of the work includes:
Expansion of the conventional process treatment capacity; improvements to the rapid mixing, clarification and filtration processes; upgrades to the treatment process including low pressure reverse osmosis; extensive modifications to the yard piping systems, including new raw water influent, finished water, waste solids and stormwater discharge piping. The expanded plant will process 45 MGD through conventional treatment and 36 MGD through RO. Estimated construction cost is approximately $110 million.

Brunswick County reserves the unqualified right to reject any and all proposals. A 5% bid bond or deposit is required. Brunswick County has implemented a Minority Business Enterprise Policy that requires Contractors to exhibit a good-faith effort to contact minority business subcontractors whose work on the project would represent 10% of the total value of the work. Contractors must be properly licensed. Additional instructions to bidders are included in the Contract Documents.
