Washington, D.C. - Senator Ted Budd (R-NC) has introduced two bills aimed at expanding economic opportunity and reducing regulations for American businesses. The Regulation A+ Improvement Act and the Investment Opportunity Expansion Act seek to make it easier for individuals to start and grow new businesses, as well as invest in private offerings.
The Regulation A+ Improvement Act, co-sponsored by Senator Mike Braun (R-IN), aims to increase the dollar amount companies can raise without going through the traditional initial public offering (IPO) process. By allowing companies to conduct a "mini-IPO" under "Regulation A," this legislation would eliminate obstacles that could hinder their ability to raise necessary funds. Senator Budd explains, "My Regulation A+ Improvement Act aims to reduce that barrier to entry and allow more small entrepreneurs to have access to the funds they need to grow."
The bill would double the offering cap, enabling companies to raise an additional $100 million annually through Regulation A+. This increase in capital would provide businesses with greater access to funds, fostering growth and innovation. Additionally, the bill streamlines the offering procedures, eliminating excessive paperwork and costly audits. This simplification makes it faster and more cost-effective for companies to raise funds, ultimately enhancing their ability to thrive.
The second bill, the Investment Opportunity Expansion Act, co-sponsored by Senators Mike Braun (R-IN) and Cindy Hyde-Smith (R-MS), aims to lower barriers to entry and enable middle-class Americans to invest in private offerings. Currently, under Regulation D of the Securities and Exchange Commission, private offerings can only be made to accredited investors who meet certain criteria. This legislation would allow any individual to invest in a private offering as long as their investment does not exceed 10% of their net assets or annual income, whichever is greater. Senator Budd believes that "My Investment Opportunity Expansion Act would unlock this system and allow it to work for middle-income Americans."
These bills seek to empower more Americans to become entrepreneurs and inventors, as well as enable businesses to grow from start-ups to Fortune 500 companies. Senator Budd emphasizes, "These bills would make it easier for Americans to achieve the American Dream."
In summary, Senator Ted Budd and his colleagues have proposed two bills aimed at expanding financial opportunities for Americans. The Regulation A+ Improvement Act would increase the amount companies can raise through a mini-IPO, while the Investment Opportunity Expansion Act would allow middle-class individuals to invest in private offerings. These bills aim to reduce barriers to entry, simplify processes, and provide Americans with greater access to capital and investment opportunities.
