Rouzer Champions Permitting Reform Legislation to Improve U.S. Port Operations

WASHINGTON, DC - Today, Congressman David Rouzer (R-NC-07) and Congresswoman Mary Peltola (D-AK-AL) have introduced the bipartisan Permitting Optimization for Responsible Transportation (PORT) Act aimed at streamlining permitting and materials regulations for maritime transportation, ultimately improving U.S. port operations.

In support of the PORT Act, Rep. Rouzer highlighted the significance of reliable and efficient U.S. ports, stating, “The PORT Act makes commonsense permitting reforms to help U.S. ports build the infrastructure necessary to keep goods moving and prices down. I'm proud to introduce this bipartisan legislation to ensure our ports can confront the challenges of today’s global economy.”

Representative Mary Peltola emphasized the need for modernized ports to decrease costs and increase efficiency, particularly in Alaska, stating, “The PORT Act will get Alaskans into union jobs and shovels into the ground, just by simplifying regulations.”

Cary Davis, President and CEO of the American Association of Port Authorities (AAPA), expressed gratitude towards Representatives Peltola and Rouzer for leading the crucial legislation, stating, "Permitting rules and red tape are better for regulatory lawyers than for everyday Americans."

Brian Clark, Executive Director of the North Carolina State Ports Authority, praised the PORT Act for streamlining the permitting process and providing ports with the necessary tools to effectively manage Port Infrastructure Development Program grants, enabling better management of federal grant portfolios.

Congressman Rouzer, known for his efforts in reducing red tape and delivering on permitting reform, has been a champion in overturning overreaching regulations and securing permitting reform contributions to support the development of critical infrastructure.

The PORT Act aims to streamline permitting reviews under the United States Maritime Administration (MARAD) by broadening covered Categorical Exclusions, emphasizing grant delivery, extending deadlines for Port Infrastructure Development Program applications, and ensuring transparency in the use of American-made materials in projects.
