U.S. House Passes Rouzer Permitting Reform Legislation as Key Component of Energy Week

The U.S. House of Representatives has passed legislation aimed at increasing permitting efficiency and reducing regulatory burdens under the Clean Water Act for energy and infrastructure projects. Water Resources and Environment Subcommittee Chairman David Rouzer expressed his pride in the passage of the legislation, stating, "I’m proud my legislation to create a predictable and responsible permitting system for American energy and infrastructure development passed the House today." Chairman Rouzer emphasized the importance of the bill in keeping projects on time and on budget while maintaining clean water infrastructure and promoting American energy independence.

The legislation, known as H.R. 7023, was included as a key component of Energy Week in the U.S. House, focusing on promoting American energy independence. H.R. 7023 consists of five standalone bills introduced by various representatives, including Chairman Rouzer's Nationwide Permitting Improvement Act. This act aims to streamline the Nationwide Permit process, provide certainty for regulated entities involved in energy production and infrastructure improvement, and clarify the categories considered under the Clean Water Act Section 404 authority.

In addition to Chairman Rouzer's Nationwide Permitting Improvement Act, several other bills were included in H.R. 7023 to provide clarity and transparency in the permitting process under the Environmental Protection Agency and the U.S. Army Corps of Engineers. These bills, such as the Reducing Permitting Uncertainty Act and the Water Quality Criteria Development and Transparency Act, aim to strengthen the permitting process and provide greater clarity for permit seekers and agencies.
