On January 17, 2025, Congressman David Rouzer (R-NC-07) reintroduced the CONTAINER Act in the 119th Congress. The bill, known as H.R. 534, was co-sponsored by Congressmen Michael McCaul (R-TX-10) and August Pfluger (R-TX-11). This legislation aims to grant border states the authority to place temporary barriers on federal land to combat illegal immigration and drug trafficking.

Congressman Rouzer criticized the current administration's approach to border security. "The Biden Administration failed to enforce our laws and secure our border, even suing border states for executing more robust measures," he stated. He emphasized that the CONTAINER Act would enable states to implement measures independently and address what he described as a crisis at the southern border.

Congressman McCaul echoed these sentiments, pointing out that Texas and other border states are facing significant challenges. "The Biden administration has left Texas and other border states with a raging border crisis on their hands — one that will take time and resources to stop," he said. He believes that the proposed legislation would empower states regardless of which administration is in power.

Congressman Pfluger also expressed support for the bill, citing concerns over current federal policies. "If the past four years of President Biden's open border disaster taught us anything, it is that states like my home in Texas should have the right to secure their borders when the White House refuses to do so," he remarked. Pfluger anticipates future changes in leadership will further bolster these efforts.

The full text of the bill is available for public reading.
